Here's how I do it:
1. Explain to yourself why you need one. Decide how you expect to use it.
2. Pick a service; there are several free ones. However, the easiest by far is WordPress.com. Next easiest is Blogger.com (a Google product). There are other free services so just do a search for "free blogging platform" if you don't like either one of those.
3. No matter which one you choose, there are a bunch of default settings you might not like, so you'll need to go into it with the attitude that you'll figure it out as you go along.
4. Once you have it ready to roll, start writing and post something. Make it something you do regularly, at whatever interval suits your intent.
5. If you really intend to communicate, be aware of what makes it most attractive for others to read you blog. There's a bunch of nitty-gritty details like paragraph length, spacing, fonts, etc. If it's just a means of public journaling, those things may not matter much.
