I suspect that the tax credits were gauged to starve the real investment. If you've ever seen anyone building a system actually designed to maximize the technology, it's very expensive and requires expertise few possess. There are batteries, converters, tons of wiring, etc. However, once done right, and properly maintained, it can provide sufficient power for a full family for many years. Most of the residential stuff you see is not designed to last long, and certainly isn't very efficient.
I learned my cynicism from the engineers who actually know how that stuff works, and people who dug into the documentation behind the tax credit systems. It was never meant to succeed.
