Dave - If you reply by hitting the black "New Reply" button, near the bottom of the page is a button for attaching files. If you just reply by doing a quick replies at the bottom of pages, it doesn't give you the option to attach anything

Dave, it's a rigmarole. Once you open the reply page, you'll see a space at the bottom for "New attachment" and a button marked "Choose file". Navigate to the file on your system and click on it. Then you still have to click the "Add Attachment" on the right side to upload it. Then, you must click "Insert into post."

Ed...  I have hit the "New Reply" button and it opens up but there is no "New Attachment" at the bottom.  All I have is Post Options, Thread Subscription, Post Reply, Preview Post and Save as Draft.  I am using Safari on a MacBook Pro.

Yes, The "Attachments" section shown in your screenshot is not showing up at all.  I tried it both in Safari on my Mac and the Brave browser on my Windows machine.  Weird Huh!
